The Town of New Glasgow Engineering Department provides overall engineering and technical support to the Town of New Glasgow.

• The Engineering Department conducts a complete range of municipal engineering design, from traffic signals and roadway and pavement upgrades to water and sewer services.
• Engineering staff also provide consultation services to other departments including building modification and energy analysis.
• The Town of New Glasgow Engineering Department has a full array of modern equipment to assist in providing services to the Town. These include Flow Water Modeling, Autodesk Civil 3D 2011, and ArcGIS 10.
• The Town has modern survey equipment and GPS capabilities for survey accuracy.
• The Town of New Glasgow Engineering Department follows the Nova Scotia Standard Specifications for Municipal Services documents for all major design projects.
• The Department maintains memberships in various professional organizations ensuring that it is fully up-to-date with the latest in technology used by municipal consulting firms throughout North America.

Earl MacKenzie, Town Engineer

Earl MacKenzie joined the Town of New Glasgow in March of 2009 as Manager of Operations and has been Town Engineer since April 2010. Earl’s 22 years of professional experience in civil engineering, with particular emphasis on municipal engineering, structural and civil design, project management, and infrastructure maintenance, is a valuable addition to the Town of New Glasgow’s Executive team.

As Town Engineer, Earl leads the Engineering and Public Works Department, with a Public Works staff of 43. Earl also directs his design staff in municipal engineering projects, ranging from traffic signal design, street and geometric design, and roadways and pavement upgrades, to water and sewer and design services. He is a member of the Provincial Stakeholders Working Group on Traffic Control, representing smaller municipalities in Nova Scotia, and a member of the Regional Emergency Measures Organization, representing Public Works for Pictou County.

Earl is a Registered Professional Engineer with the Association of Professional Engineers of Nova Scotia and is past President of the Municipal Public Works Association of Nova Scotia.

Prior to coming to the Town of New Glasgow, Earl was employed as Director of Public Works with the Town of Trenton for 8 years, providing management, technical direction, and leadership to the Public Works Department including streets, water, sewer, and water treatment plant operations and infrastructure. Mr. MacKenzie was also employed as Structural Engineer and Project Manager with the Department of National Defence, Canadian Forces Base Halifax. Early in his career, he was employed as a junior civil engineer with the Department of Fisheries in Halifax and with Whitman, Benn and Associates Ltd. He graduated from the Technical University of Nova Scotia in 1987, and the University College of Cape Breton in 1984.

Outside of the office, Earl has donated his time and expertise as a volunteer in his home communities, as a firefighter for the Town of Mahone Bay, with the Knights of Columbus organization, as a past member of the Halifax Advisory Committee for the Status of Persons with Disabilities, at the Westside Community Center, and he is currently site manager for the New Glasgow Jubilee.
